What the (bleep) is WM California?

For those of you joining us for the first time, this is a short explanation of this blog's existence. WM California is short for Wikimedia California. Currently, Wikimedia California would be a chapter of the Wikimedia Foundation for the State of California.

Chapters generally deal with fundraising, outreach, and overall serve as a physical presence for the Foundation in a specific geographical area. The main focus is often seen to be fundraising.

The United States is a special case as the Foundation is based here, thus making fundraising counterproductive. What then would a chapter do?

When WM California was proposed, these questions came up. A working group is currently underway to start working on it.
